Be Informed and Get Empowered National Quiz Program - 2019

Sri Lanka signed the United Nations Convention on the Rights of the Child in 1991 and came to a universal agreement to establish a rights secured, safe environment for the children in Sri Lanka.  After identifying the need of a strong mechanism extending from grass root level to national level to ensure children’s rights, steps were taken in 1999 to recruit a team of officers to the Department of Probation and Child Care Services designated as Child Rights Promotion Officers.

After they were attached to district and divisional secretariats all over the country, the system necessary for the implementation of national level programmes on child rights at grass root level got strengthened. Child Rights Promotion Officers, who were addressing communities at grass root level since then to secure the rights of tens and thousands of children in the country, celebrated the 20th year of their dignified service this year.  Furthermore, completion of 30 years this year for the United Nations Convention on the Rights of the Child added more to this celebration.   

In Commemoration of both these events, the Department of Probation and Child Care Services conducted a number of programmes this year, and as the final of the series of conducted programmes, the grand finale of “Be Informed and Get Empowered” quiz competition was held parallel to the World Children’s Day on 25th, 26th and 27th October at Mas Fabric Park, Thulhiriya.

The Department of Probation and Child Care Services established children’s clubs and children’s councils at village, divisional, district and national level aiming the securing of children’s right to participate, right to information and right to association. The quiz competition was held with the key objective of developing children’s knowledge on child rights, identifying a knowledgeable team of children on child rights and also to admire the talents of the members of children’s clubs and children’s councils. A total of around 6000 children participated in this entire quiz programme.

This national programme, held under the guidance of the Commissioner of the Department of Probation and Child Care Services, Mrs. P. Chandima Sigera was conducted in three rounds. The first round came to an end selecting 39 competitors for the second round and the second round ended selecting 10 competitors. The final round, held among these 10 competitors took an extremely warm nature and Kavisha Kodituwakku of Ratnapura district secured the third place, Nisuri Kavindya of Nuwara Eliya district secured the second place and Nithira Dimhana of Matara district secured the first place.

The award presentation ceremony for winners was held on 27th October, 2019 under the patronage of Mrs. Amnath Inas, Chairperson of the Human Rights Council, Maldives and Mr. M.H.G. Bandara, Additional Secretary (Finance) of the Ministry of Women and Child Affairs and Dry Zone Development.

The final competition was conducted with government sector contribution and as well with non-governmental organization sponsorship. Main sponsorship for the final competition was provided by LEADS and the sponsorship of other non-governmental organizations such as Save the Children, World Vision, UNICEF has also contributed for the success of this programme.
